A federal lawsuit charges the election board in East St. Louis with contributing to possible vote fraud by failing to purge the voter rolls.  Activist Matt Hawkins filed the suit and said the result of the board's failure is that fraudulent ballots are being cast in the names of dead people or people who have left the city yet whose names remain as active voters.  

Hawkins wants St. Clair County or the state government to assume control of elections in East St. Louis.  The executive director of the city's board of elections says they follow state law and conduct purges of the voter rolls every two years and are in the midst of one now.
