The Roxana School District, and several other local taxing bodies have filed suit against state agencies over the property value of the ConocoPhillips refinery. The plaintiffs allege the Illinois Pollution Control Board and the Illinois Environmental Protection Agency violated the Freedom of Information Act and the Illinois Open Meetings Act in order to allow the company to be approved for a lower property value.

The suit was filed earlier this month in Sangamon County Circuit Court in Springfield claims the company applied for and was approved for a zoning change on several parcels of property and the two state agencies failed to properly notify the public or the affected taxing bodies of the proposals. The suit also says once the zoning requests were discovered, there were delays in obtaining the information. The refinery's assessed value from Madison County this year came in at $402.2 million, following the $3.8 billion expansion that was completed last year. The Roxana School District is joined in the suit by the Village of Roxana, Roxana Park District, Wood River Township Hospital, South Roxana Fire Protection District, Wood River Hartford Elementary District, and East Alton Wood River High School.
