The Illinois lottery system is being managed by a private company. Northstar Lottery Group took control last year with the promise that state revenues would increase. But the numbers aren't adding up after the first quarter into the fiscal year. A Springfield newspaper reports the proceeds were up in September but down in July, August and October.

Illinois' share of proceeds from the lottery is down but officials say it won't stay that way. They say sales are up but the company is paying rollover costs from last year's advertising and equipment purchases. That, among other things is the reason for the decreased revenues.
