“The governor declined to take advantage of the powers given to him by the Constitution; he could have used the line-item veto – the reduction veto – to fashion that spending plan to his liking,” said Mike Madigan (D-Chicago) , the House Speaker.
While Madigan says he thinks Rauner is wrong to hold a budget bill hostage to one of more bills Rauner wants passed, the speaker tries to bulid evidence he is willing to meet halfway.

“There are over forty Democrats consistently supporting the bill that would freeze property taxes. The bill requires 71, so we are well within reach, and if there was Republican cooperation, the bill would already be in the Senate, halfway to passage to the governor.”
