Hold the line on spending means no new spending, with some exceptions. That’s the message from the Governor’s office of Budget and Management. Director Tim Nuding’s note to executive agencies says they are to freeze non-essential spending except on grants that are solely funded through federal dollars or for construction projects that are already moving forward.

Last week’s executive order also says grants that are verified to be required by law can also be paid. Beginning next month, Nuding says state agencies shall submit reports about emergency contracts for the month. Nuding’s memo also requests state agencies provide a plan for complying with the spending freeze by next month.  Today, state agencies are to provide a report about grants, contracts and personnel decisions since November 1st of last year.
