A short-term plan to help struggling colleges and universities is emerging in Springfield.  The proposal relies on about $558-million from a state educational fund, giving universities enough money to limp along until a budget is passed.

Fortner's plan will also help temporarily fund college MAP Grants for low-income students.  Schools have not received state funding since last summer.
