A registered sex offender who was out on parole has been arrested after complaints of improper contact with children. South Roxana Police say 67-year-old Richard D. Heatherly allegedly had sexual contact with two girls under the age of 10 on July 15 at the Connor Place Apartments where he worked.
Heatherly was taken into custody at his home on North Main Street in Wood River after being charged Wednesday in Madison County Court with two counts of predatory criminal sexual assault of a child and aggravated criminal sexual abuse. The girls told their mother what happened and the mother reported the incident to the police. Heatherly had been on federal parole for child pornography at the time of this alleged incident. His bond has been set at $1-million and he is in the Madison County Jail.
