A registered sex offender from Alton was arrested and charged Friday following two incidents in Godfrey earlier this week. 25-year-old Matthew Banks of the 2400 block of Kohler Street is charged with unauthorized video recording and being sex offender present at a program directed toward children. He is in the Madison County Jail on a $100,000 bond.
According to information from the Madison County Sheriff’s Office, police were called on Tuesday after Banks allegedly attempted to take a cell phone photo or video up the dress of a woman who was in line to check out. The woman confronted the man who then left the store. Police and store security used video surveillance and identified the suspect as Banks. Then on Wednesday, police were called after a parent recognized Banks as he was watching children at swim lessons at Lewis and Clark Community College. He left the property before police arrived, but witnesses provided information on his identity and Banks was taken into custody Wednesday evening while walking on Gerson Avenue near Elm Street. Witnesses were able to identify Banks on Thursday and charges were filed Friday. In 2015, Banks was convicted of sexual exploitation of a child after he was witnessed fondling himself inside his car on a Godfrey grocery store parking lot by a mother and her child.
