Many drug addicts turn to scrap metal theft to support their habits, but there are new hurdles being adopted area-wide to address their crimes.  The Alton City Council passed an ordinance in March to toughen regulations on those who would steal metals and sell to scrap buyers to support their criminal ways, but due to the lack of such ordinances in surrounding communities, thieves have apparently gone elsewhere to sell their hot metal.

Alton Police Chief David Hayes says the goal is to get uniform rules across the region.

Hayes says St. Louis City, St. Louis County and St. Clair County have similar laws on the books, but there is more work to do in Madison County.
