The rain is coming to an end, but the fight is just beginning in the Riverbend. Alton Public Works employees began placing sandbags, Jersey barriers and barricades Monday. The sandbagging effort is being made easier with the help of an automatic sandbagging machine that fills the bags before being sent on their way.
