Republican presidential candidate Mitt Romney brought a new campaign theme to a rally in Illinois Tuesday: He is accusing President Obama of “gutting welfare reform.” Romney, at a rally at Acme Industries in Elk Grove, says Obama simply wants to pass out checks without the work requirement adopted in the welfare overhaul of 1996.
