A new study suggests the real winner from a future expansion of gambling in Illinois will be the casinos themselves.  The "Tribune" analyzed Illinois' fiscal projections from gambling revenue and came up with some interesting data.  Proposals for five casinos and six horse racing tracks would only serve to maximize casino profits and would probably not help the state's deficit problems.  

Because the gambling plan creates a myriad of tax cuts for casinos the study concludes Illinois' coffers would be benefitted in a very small way.
