The American Red Cross is backing away from a plan to build a new headquarters building on land at Southern Illinois University Edwardsville's University Park.  The Red Cross cited unstable economic conditions and reduced demand for blood in announcing the decision to halt plans for a 50-million-dollar, 170-thousand-square-foot blood processing and testing facility that would have replaced its headquarters in St. Louis.  

As a result of this decision, the Red Cross is forfeiting 750-thousand-dollars in prepayments for a 99-year lease on the 15-acre plot of land.
