Illinois Governor Pat Quinn could be heading for a battle with state lawmakers after he asked for an additional 221-million dollars for the budget this year.  About half of that money would go to back wages that the state has been ordered to pay to 25-thousand state workers.  Lawmakers have previously refused to appropriate those funds.  

Quinn is also requesting 40-million dollars for the prison system and 34-million to implement the state's new concealed carry law.
