Former Illinois Governor Pat Quinn unveiled a plan for legislative redistricting in 2018. During an appearance in Chicago, the Democrat suggested an 11-member panel should be picked by the Illinois Supreme Court to draw new legislative districts for the state.
Last week, the state’s high court agreed with a lower court that a proposed statewide ballot question for voters this fall on the topic of redistricting was unconstitutional and would not appear on the ballot. Quinn believes his plan would meet constitutional muster and is simpler than previous proposals. He said of the 11 members, no more than six should be from one political party and a minimum of seven would have to sign off on the new map.
