Governor Pat Quinn is going to a higher court to try to keep lawmakers from getting paid.  Cook County Judge Neil Cohen Friday refused to stay his order from Thursday that Quinn overstepped his authority by cutting lawmakers pay from the budget to try to force a pension reform compromise.

Quinn's lawyers will now try to get the appeals court to put the stay in place while he fights yesterday's ruling in the suit filed by legislative leaders.  In the meantime, state comptroller Judy Baar Topinka plans to issue pay checks to lawmakers.
