Governor Pat Quinn's administration has taken another blow.  The state's appeals court has denied Quinn's request to overturn a temporary restraining order, which prevents him from closing Tamms and Dwight prisons, plus youth detention facilities and transitional centers across the state.  The AFSCME labor union challenged Quinn's plan, claiming it puts prison worker at greater risk for danger.  

A southern Illinois judge issued the restraining order back in September and urged Quinn to hear the concerns of the union and negotiate a safety plan.
