Kurt PrenzlerMadison County Treasurer Kurt Prenzler says if the county was going to approve an $18.8-million bond issue, that approval should have come from the voters, not just the county board.   Prenzler says the money that will go toward jail improvements amounts to a tax increase on the citizens of the county over the next 20 years, and they should have had a say.

County Board Chairman Alan Dunstan says the money that Prenzler is trying to say is available actually is not, as it is designated for specific uses.  Upgrades to the jail, will fix sticky security doors, leaky water pipes, and a crowded booking room along with other needs.
