The Police Chief of Fairmont City has been named to replaced retired Illinois House member Tom Holbrook of Belleville. Holbrook stepped down last month to take a job as chair of the Illinois Pollution Control Board, and the St. Clair County Democratic Party picked Scott Penny this week for the post.

Penny is also the village administrator for Fairmont City and owns a security firm with his wife Shelia. He is a past member of the Collinsville School Board. The term for the 113th House District seat expires in January of 2013, and Penny says he will serve out the term. Former Illinois Representative Jay Hoffman has announced he will run for the seat, but he has not yet moved into the district. Hoffman, of Collinsville, had previously planned to run for Congress, but dropped those plans to focus on a return to the House. Hoffman was defeated by Republican Dwight Kay last year in the 112th District race.
