Governor Quinn's troubled anti-violence program reportedly gave thousands of dollars to a program for ex-offenders that never existed.  The "Chicago Sun-Times" reports the Neighborhood Recovery Initiative gave nearly 16-thousand dollars to Project Home, which existed only on paper and which listed its location at what was actually a day care center.  The scheme was uncovered and stopped by the Quinn administration after about three months.
