Federal officials are denying aid to tornado struck Southern Illinois for the second time in weeks. Governor Quinn calls the denial disappointing, saying it doesn't reflect the damage on the ground in Harrisburg and Ridgeway. Quinn says he is still committed to helping communities recover.

He's asking the U.S. Small Business Administration to provide low-interest loans that will help people rebuild their homes and replace personal items lost in the storms.
