Organizers say the summit is co-chaired by former Soviet President Mikhail Gorbachev and former Rome Mayor Walter Veltroni. Chicago Mayor Rahm Emanuel says the city is honored to host the three-day gathering. He says Chicago's selection reflects the city's profile as an international leader.  The summit's theme will be "Speak Up, Speak Out for Freedom and Rights."
