By this time next year, there may be new homes in the Toledo Avenue area of Alton. That is the prediction of the chairman of the Alton Housing Authority Board of Commissioners, who says a plan to build low-income housing in the area near the Sanders Sanitation complex has recently been approved by the U.S. Department of Housing and Urban Development.
Bruce Malone says 5 homes to be known as Toledo Estates will be built where the old apartment-style housing was torn down several years ago.

He says these will not necessarily be like the new homes being built in other parts of Alton and East Alton aimed at low-income residents, as these will be rentals. In the case of the other two examples, you could own the home after renting for 15 years.
