Some Illinoisans did not receive any money from their tax returns this year because it was collected by the Illinois Department of Employment Security. Jay Rowell, director of IDES, says $38 million was recovered from the tax returns of individuals that defrauded the unemployment insurance program. “Every year we work with the legislature to work on legislation that will either increase penalties or help us get better tools to help us combat this,” Rowell said.

Another way that is being used to combat fraud is by going through the court system. "The attorney general has announced 5 indictments... on top of the 14 she did earlier in the year,” Rowell said.
