A 34-year-old woman from eastern Illinois is jailed in Madison County, accused of making meth in Cottage Hills. Rachael D. Toner (pictured), of the 400 block of Main Street in Casey, Illinois, was arrested Sunday night at a home in the first block of Ray Street, and charged with aggravated participation in methamphetamine manufacturing.
Deputies were called to the house, following up on a complaint of drug activity. Captain Mike Dixon says deputies met with Toner and investigated the complaint.
The children were placed in the custody of the Department of Children and Family Services. Toner was eligible for the enhanced Class X charge of Aggravated Participation in Methamphetamine Manufacturing, because children were in the home while she was manufacturing the controlled substance. Bond was set at $350,000.
