Police are looking for three local men in connection with the death of an East Alton woman whose body was found inside a rental truck in South Roxana in February. 42 year old Frances Ragan died of hypothermia, but authorities say Meth was also in her system at the time of death. Police believe they have a case against four men who are charged with manufacturing the illegal drug.
Police are looking for 32 year old Jeremy Loraine of Alton, who is charged with aggravated unlawful participation in methamphetimine manufacturing and unlawful disposal of meth manufacturing waste. 44 year old Robert Stoces of Hartford is facing the same charges but was arrested shortly after the woman’s death on a parole violation. Authorities are also looking for 58 year old Russell Henry and 51 year old Bruce Monahan, both of Hartford, who are charged with unlawful disposal of meth manufacturing waste and unlawful use of property. Ragan’s body was found slumped over in the driver’s seat of a U-Haul vehicle parked outside the Dollar General store in South Roxana on February 8th, but witnesses say it had been on the lot for two days before the body was discovered. Police say the men who are charged manufactured the drug that Ragan took before her death.
