An Alton man took a chance on a scratch-off lottery ticket and wound up with enough seed money to start his own business.  Scott Rardin won $20,000 on the Fabulous Fortune instant game that he purchased at a convenience store on College Avenue.  He says that was enough to help him open up a new cab company.

ABC – Alton’s Best Cab – opened last week with four vehicles based out of an office on Milton Road.  Rardin says he doesn’t usually play the lottery, but took the advice of a co-worker and played anyway.
