Gov. Pat Quinn is hopeful the firm managing the Illinois Lottery will step up its game. Northstar, which began managing the Lottery in 2011, fell short of its net income target for last fiscal year and because of a contract owes the state $20 million.

“There [is need] for improvement there,” Quinn said of Northstar, although he says they started out strong. “I think they made a beginning they just have to continue on a progress path and we want to make sure that happens.” In order to make up the $20 million the state will withhold future monthly payments that Northstar receives as part of its management fee for the Lottery’s day-to-day operations.
