Illinois lawmakers return to the state capitol today to continue working on a new budget, even though one for the current fiscal year has not been approved.  The stalemate has impacted social service agencies, municipalities, school districts, and others that rely on state payments for about 8 months.

State Senator Sam McCann (R-Carlinville) tells The Big Z he doesn't see that changing anytime soon.
