The Illinois General Assembly returns to Springfield next week, but at least one local Representative isn't expecting much work to be done on the budget impasse. Dwight Kay (R-Glen Carbon) tells The Big Z the leadership has not been able to come up with a budget plan in nine months, so a bi-partisan group of legislators are taking things into their own hands.

State representatives will return to Springfield Monday, and their counterparts in the Senate on Tuesday. According to the calendar on the state's website, there are 14 session days planned for the House in April.
