Coaches accused of sexually abusing children could not – as has been alleged at Penn State – hide behind their bosses under a bill introduced in the Illinois House. State Representative Dwight Kay of Glen Carbon says the bill would eliminate a situation such as that at Penn State, where reportedly the administrators passed the buck amongst themselves.

While lawmakers often try to get some publicity out of a national issue, Kay says this one has drawn members of the opposing party as co-sponsors.
