The state of Illinois is ordered to be ready and able to pay union workers thousands of dollars due from raises that were recently cancelled.  Cook County Judge Richard Billik made his announcement yesterday in advance of any future ruling in favor of the union workers.  Billik said the state must submit vouchers for any unspent budget money which could in turn be given to the union workers.  

The judge said he first must decide whether the canceled raises to more than 25-thousand workers should be re-instated.
