An Illinois judge has thrown a wrench in Governor Pat Quinn's plan to close prisons.  The judge issued a temporary restraining order against the state, which means Dwight and Tamms SuperMax will remain open.   AFSCME officials had asked for the restraining order after an arbitrator ruled Quinn violated the union contract when he moved to close the facilities. 

The news comes as Governor Quinn addressed delegates during the first night of the Democratic National Convention in North Carolina.
