More than 100-thousand Illinoisans are now in position to get a refund from the government. It's part of the Affordable Care Act. Insurance firms must spend at least eight-percent of the premiums they collect on medical care, or return the difference to customers and employers. The money won't be required to be a check in the mail. Employers can apply the rebate as a discount for employees' future premiums.
