IEMA director Jonathon Monken uses the term “functional needs or disabilities” and adds that could include 10 percent of the state’s population.

As far as the terrorist attacks, Monken says in 2001 he was a senior at West Point – close enough to New York City that his organization was the main provider of body bags.  Next year will be a big one for disaster drills, with a mock nuclear disaster in Chicago and a make-believe earthquake Downstate.
