Quinn's administration apparently skirted around hiring rules so they could put dozens of people in positions based on clout instead of skill.  Republicans and journalists have called on Quinn to release at least 47 documents related to the hiring scandal.  They say the emails and memos between the governor's former deputy chief of staff, and IDOT's former personnel director, will provide greater detail about what, if any, back room deals were made when dozens of positions were filled.
