Bullying is not OK, and the Illinois House has passed a bill setting out some of the details. Specifically, it outlines the definition of bullying to include making fun of others because of such characteristics as how they look or whether they’re homeless.

The sponsor, State Rep. Kelly Cassidy (D-Chicago), says bullying “produces negative health, social, and academic outcomes for our youth. Over a third of our students report that they feel unsafe in school,” she said. Some lawmakers are concerned about the bill imposing an unfunded mandate. H.B. 5290 passed the House, 61-49-2.
