A Highland man will spend the next 17 and a half years in federal prison for child pornography offenses. 56-year-old Richard Hogg pleaded guilty in January and was sentenced last Friday in Federal Court in East St. Louis to the prison term and 15 years of probation following his release.
Hogg was charged with distribution of child pornography, receipt of child pornography, access with intent to view child pornography and possession of prepubescent child pornography. Authorities say they discovered early last year that Hogg had engaged in a sexually explicit chat with what he apparently believed to be a minor female in New York as well as other reports of Hogg soliciting minors on line. The FBI visited his home in Highland on February 3, 2015, and during an interview with authorities, Hogg admitted that he began viewing pornography in 2007 and eventually started seeking out younger females. He admitted to having thousands of photos saved on his computer as well as videos of the illegal material.
