State Senator Bill Haine of Alton is a former Madison County State's Attorney, and says prosecutors around the state need to have the death penalty available in their arsenal of available punishments. Haine is prepared to introduce legislation this fall to make capital punishment available in Illinois in a select number of cases.
Haine tried to pass similar legislation in the fall of 2012. He tells The Big Z recent violent incidents are examples of why the threat of death should be on the table.

Former Governor George Ryan issued a moratorium on the practice near the end of his term, and former Governor Pat Quinn did away with the practice all together in 2011.
