v>As lawmakers struggle to piece together and finalize a state budget, Republicans at the statehouse are calling for a moratorium on Medicaid expansion. They say it’s wrong for Democrats to say the income tax hike must be kept in order to support the system – all the while considering expanding what’s largely agreed to be a broken system.

Medicaid has seen an influx of enrollees and for the first time is allowing low-income childless adults to sign up. State Sen. Dale Righter (R-Mattoon) says these actions don’t add up, and is sponsoring the legislation for a moratorium. “This program can’t pay its bills. It’s not being responsible with regards to who’s on the program and who’s not on the program so we’re going to stop saying we’re going to do more until we can afford what we can afford to do,” he said.
The moratorium would halt benefit increases until the Department of Healthcare and Family Services meets the 50 percent managed care mandate of January 2015.
