The telephone only seems ubiquitous. 4 percent of Illinoisans don't have one. The Illinois Commerce Commission wants to change that with its Lifeline program. Through state and federal resources dating to 1934, commissioner John Colgan says qualifying households can get a free phone and a subsidy toward the bill.
