The Secretary of State's office has refused to restore driving privileges to a former state trooper who killed two sisters in a high-speed crash. Matt Mitchell lost his license in 2010 after pleading guilty to reckless homicide. He was driving over 120-miles-an-hour and had just finished talking on his cell phone before his car crossed the median and killed Kelli and Jessica Uhl in 2007 on I-64 near Fairview Heights.
Mitchell recently filed to have his license reinstated, claiming he is a single father and needs to be able to drive. He has 35 days to appeal the decision.
