Foreclosure rates are falling across the nation but the forecast is a bit more grim in Illinois, where the housing market is one of the very few still struggling.  The state's foreclosure rate jumped 31-percent in the third quarter, compared to the same time last year.  

According to Realty-Trac, more than 42-thousand homes in Illinois were subject to foreclosure filings, including default notices, auction-sale notices and bank repossessions.
