This time last year the state was about eight billion dollars in debt and according to State Comptroller Judy Baar Topinka, the debt hasn't even budged.  That's despite a 67-percent income tax hike that was supposed to generate money to pay the bills. 

Topinka says lawmakers have included the additional money into the annual budget instead of putting it toward the backlog.  Right now the state has 135-thousand-147 unpaid bills totaling five-point-nine billion dollars.
