Lieutenant Governor Sheila Simon and a firearms working group want people to learn how to shoot before getting a concealed carry permit. She says some states issue the permits after the applicant completes a simple class, but that's not good enough for Illinois.
Simon and the working group offered a full list of suggestions to lawmakers, who are in the process of drafting a concealed carry bill. Their suggestions include background checks, basic training, and bans on guns in certain places, like schools. Lawmakers have just over two months to get a law on the book. There has been a lot of talk about the proposal in Springfield but so far, no actual bill has passed in either the House or the Senate.
