Chris Hinkle stands before Alton City Plan CommissionThe Alton City Plan Commission met again Tuesday to discuss and vote on whether a tattoo parlor should be allowed to relocate to East Broadway from Homer Adams Parkway. Both opposition and supporters showed up and took the floor to voice their opinions.  The commission rejected the approval with a 5-5 tie vote which sends the issue back to the city council. With the exception of City Plan Commission member Bill Stoutenborough, the commission voted the same as they did previously in opposition to the relocation of the tattoo parlor. Owner of Old Bakery Beer Company James Rogalski says he thinks the minds of some of the commission members were already made up.

With a 5-5 vote the law says that a negative decision on the matter was made. The issue heads back to the council for a second time. The council will take up this issue again on June 24th at 7:30 P.M.
