If you are a smoker and heading to Chicago, you might want to buy your cigarettes before you get to the Windy City.  Chicago Mayor Rahm Emanuel Monday confirmed and defended his plan to boost the tax on a pack of cigarettes by 75-cents as part of the budget he's introducing Wednesday.  

He says the money will help close the budget gap but will also be used to increase the number of vision screenings for public school students.  The tax hike would make Chicago tops in the country when it comes to total taxes on a pack of cigarettes, $7.42.
