The two candidates for governor agree on one thing: not raising the state’s fuel tax. Both Bruce Rauner and Gov. Pat Quinn described the tax as “regressive,” but the two disagree on the current method of using those funds on infrastructure projects. Quinn support larger, multi-year capital programs, like the just-expired Illinois Jobs Now program.
“There’s many, many transportation needs, and the best way to do it is another infrastructure bill. I got the last one passed,” Quinn said.

But Rauner argues that capital needs should be addressed annually. “We should make sure that infrastructure be fully and properly funded and is a core part of our budget every year, not just in certain years, and not only funded through bonded indebtedness,” Rauner said.
Both of the candidates have also supported exploring public-private partnerships to pay for infrastructure projects.
The road construction industry – both contractors and workers – and some commercial transportation users have urged the state to increase the motor fuel tax to pay for more construction.
