“Do not fall for platitudes,” Gov. Pat Quinn said an hour earlier. “They’re easy to say, but they don’t get to the bottom of what we have to do in Illinois.” Quinn says what’s needed is a specific plan to sustain revenues, while the specifics Rauner offers, Quinn says, amounts to “mum’s the word.” Questioned by reporters after his speech, Rauner laughed off that comment and said his specifics were coming.
