Groups representing businesses are pleased with the governor’s proposed budget. Education groups aren’t.  Dan Montgomery, president of the Illinois Federation of Teachers, isn't hiding what he thinks of the governor’s pension reform plan.  “Illegal,” Montgomery said. “Totally illegal. Everything he said on the pension is illegal, and I think he knows it, and it won’t save one dollar."

In his budget address, Gov. Bruce Rauner proposed a plan he mentioned many times during his campaign on moving state employees to a 401(k)-style system while paying retirement benefits workers had already earned.
On the business side, Illinois Chamber of Commerce President Todd Maisch says the cuts Rauner wants will make companies feel better about the state’s financial condition, and maybe convince them to stay put.
